STRATEGIC PLANNING FOR 2025-2027

1. Methodology

The Methodology section outlines how NTC approached the creation of its strategic plan, ensuring inclusivity, data-driven decision-making, and alignment with the needs of Trans communities.

  • Community Consultation: NTC gathered input from Trans individuals, community leaders, and stakeholders through surveys, focus groups, and interviews to understand their needs and challenges.
  • Data-Driven: NTC analyzed existing research and reports on Trans issues in Armenia and globally, ensuring the strategy is informed by both qualitative and quantitative data.
  • Inclusive & Intersectional Approach: The planning process incorporated intersectionality, ensuring that voices from marginalized groups within the Trans community are heard and included in the strategies.
  • Stakeholder Engagement: NTC engaged various stakeholders, including other LGBTQIA+ organizations, governmental bodies, and international partners, to ensure alignment and support.

 

2. Vision, Mission, and Values

Vision: A society where Trans people are free from discrimination, where all gender identities are respected, and Trans communities are valued, protected, and supported.

Mission: To empower and build the Trans community in Armenia, advocating for human rights, well-being, and safety through intersectional approaches and effective community engagement.

Core Values:

    • Respect: Upholding the dignity of all gender identities and fostering an inclusive environment.
    • Empowerment: Providing resources, tools, and support to Trans individuals to drive positive change.
    • Inclusion: Ensuring that all Trans individuals, regardless of their background, are part of the community and advocacy efforts.
    • Justice: Advocating for legal, social, and health rights for Trans people.
    • Intersectionality: Recognizing the complex layers of oppression that affect Trans people and addressing these through comprehensive approaches.

3. Theory of Change

NTC’s Theory of Change centers on the belief that a strong, organized, and empowered Trans community can advocate for systemic change, resulting in improved legal, social, and healthcare outcomes.

  • Inputs: Community consultations, stakeholder partnerships, research, advocacy campaigns.
  • Activities: Capacity building programs, legal and healthcare advocacy, public education, community engagement.
  • Outputs: Increased community leadership, policy reforms, enhanced public awareness, improved healthcare services.
  • Outcomes: Anti-discrimination laws, increased access to Trans-competent healthcare, empowered Trans leaders, reduced stigma.
  • Impact: A society where Trans individuals live freely and safely, with access to equal rights and opportunities.

4. SWOT Analysis

A SWOT Analysis identifies the internal and external factors that affect NTC’s work.

  • Strengths:
    • Strong grassroots support and established partnerships with international human rights organizations.
    • Leadership with lived experience and passion for Trans advocacy.
    • A growing network of Trans activists and allies.
  • Weaknesses:
    • Limited financial resources.
    • Being a newly registered organization with room to grow in brand recognition.
    • Limited influence in political and legal spaces.
  • Opportunities:
    • Increasing global and regional focus on Trans rights.
    • Potential for collaboration with international health and human rights organizations.
    • Growing awareness of the need for healthcare reforms for Trans people.
  • Threats:
    • Political opposition and potential legal barriers to Trans rights.
    • Social stigma and transphobia within society.
    • Financial instability and reliance on limited funding.

5. Stakeholder Analysis

The Stakeholder Analysis identifies the key individuals, organizations, and bodies critical to NTC’s success.

  • Internal Stakeholders: NTC’s Board members, staff, and Trans community members.
  • External Stakeholders:
    • Government Bodies: Ministries of Justice, Health, and Social Affairs.
    • International Partners: EU, UN bodies, Embassies, human rights organizations.
    • Local NGOs: Community-based groups, LGBTQIA+ organizations.
    • Donors/Funders: Philanthropic organizations, foundations, and governmental aid.

6. Strategic Goal 1: Organizational Sustainability, Inclusivity, and Accountability

  • Objective: Ensure the long-term sustainability and operational effectiveness of NTC by building inclusive, transparent, and accountable structures.

Strategic Directions:

  1. Develop a resource mobilization plan that includes diverse funding sources, such as grants, partnerships, and fundraising campaigns.
  2. Establish internal governance structures that ensure transparency, accountability, and clear decision-making processes.
  3. Implement policies and practices that foster inclusivity, ensuring the active participation of all Trans and gender-diverse individuals in NTC’s work.

Deliverables:

  • Fundraising strategy and financial sustainability report.
  • Updated governance framework and internal procedures.
  • An inclusivity and diversity policy.

Expected Outcomes:

  • Increased financial security and resource diversity.
  • Strong internal governance and clear accountability structures.
  • Greater representation and inclusion of diverse Trans voices within NTC.

7. Strategic Goal 2: Capacity Building and Empowering Trans Communities and Movement Building

  • Objective: Empower Trans communities by strengthening their leadership, advocacy skills, and network connections to foster a strong, united movement.

Strategic Directions:

  1. Establish leadership development programs to train and mentor Trans individuals in advocacy, public speaking, and leadership.
  2. Create platforms for Trans community building, including forums, training sessions, and social events, to strengthen solidarity and shared experiences.
  3. Facilitate collaborations with other marginalized groups and social movements to amplify advocacy efforts and create a unified voice for justice.

Deliverables:

  • Leadership training sessions and mentorship programs.
  • Community forums and workshops held quarterly.
  • At least two collaborative initiatives with other social movements.

Expected Outcomes:

  • A network of trained and empowered Trans leaders who can advocate for change.
  • Increased sense of community and solidarity among Trans individuals.
  • Broader social movements that include Trans issues in their advocacy.

 

8. Strategic Goal 3: Advocacy and Human Rights Protection for Trans People

  • Objective: Advocate for and protect the human rights of Trans individuals by influencing policy, providing legal support, and raising awareness.

Strategic Directions:

  1. Advocate for Trans-inclusive legal reforms, including anti-discrimination laws and gender recognition policies.
  2. Offer legal support services to Trans individuals facing discrimination or legal challenges, ensuring they have access to justice.
  3. Engage in public awareness campaigns to reduce stigma and challenge negative perceptions of Trans people.

Deliverables:

  • Policy briefs and lobbying campaigns for legal reforms.
  • A legal support hotline and resource materials for Trans individuals.
  • Public awareness campaigns, including media partnerships and online outreach.

Expected Outcomes:

  • Adoption of Trans-inclusive laws and policies.
  • Greater access to legal resources and positive legal outcomes for Trans individuals.
  • Increased public understanding and acceptance of Trans people.

 

9. Strategic Goal 4: Access to Trans Competent and Specific Healthcare Services

  • Objective: Improve access to healthcare for Trans individuals, ensuring that healthcare services are competent, accessible, and responsive to the specific needs of the Trans community.

Strategic Directions:

  1. Advocate for Trans-specific health policies that address barriers to care, including legal gender recognition and healthcare access.
  2. Partner with healthcare providers to train medical professionals in Trans-competent care and to improve services for Trans individuals.
  3. Support the development of a healthcare access network for Trans individuals, including information, referral services, and peer support.

Deliverables:

  • Advocacy reports and policy briefs on Trans-specific healthcare needs.
  • Trans-competent healthcare training programs for medical professionals.
  • A healthcare access network with referral services and peer support.

Expected Outcomes:

  • Improved access to Trans-competent healthcare services.
  • Increased awareness among healthcare providers about the needs of Trans patients.

10. Strategic Goal 5: Emergency and Community-Led Support

  • Objective: Provide immediate support to Trans individuals in crisis through emergency services and community-led initiatives.

Strategic Directions:

  1. Establish an emergency response system to provide immediate assistance to Trans individuals in danger or facing urgent needs (e.g., housing, medical support, legal aid).
  2. Create a community-based support network to offer peer-led services, emotional support, and direct assistance to those in crisis.
  3. Advocate for policies that provide emergency protections for Trans people facing violence or displacement.

Deliverables:

  • An emergency response protocol and fund for immediate support.
  • A network of trained peer supporters and volunteers.
  • Advocacy materials aimed at securing emergency protections for Trans people.

Expected Outcomes:

  • Reduced harm to Trans individuals in crisis.
  • A reliable network of community support available in emergencies.
  • Increased legal and policy protections for Trans individuals in vulnerable situations.
